Facade Progam Day 2

Today, Paul Morano dropped me an e-mail and I picked up the paperwork for the "Facade and Awning Incentive Grant Program". This is not a component of the NRSA, but a stand alone proram offered through the City of Worcester Economic Development Office.

Reviewing the paperwork and there is the line on the page entitle “Specific Requirements of the Façade & Awning Incentive Grant Program”:

“HUD Requirement: The Façade & Awning Incentive Grant Program must correct a physical impairment of the buildings facae, i.e. a Health and or Code violation, or create a new permanent full time positions for individuals from Low to Moderate Income families”

During the summer we had several meeting regarding how there two HUD National Objective really limits the effectiveness of the the program. Dennis Hennessy, however, was able to get our HUD rep to agree that a project in an NRSA designated would also fill the HUD requirements. As we understand it there are three qualifying HUD National Objectives:

  1. repairing code violations
  2. creating permanent jobs for low to moderate income families
  3. being located within an designated NRSA

If this changes, I will let you know.
